tates. For EU citizens, police will perform so-called "minimum controls"- checking the identity of individuals and ensuring the possession of a valid document. Border controls with Austria, Italy and Hungary should be removed completely by 2007 when the Schengen agreement becomes fully operational in Slovenia. Validity of Documents Personal documents (passport and identity card) will remain valid, as well as driving and traffic licenses. After May 1st owners of the new vehicles will notice some changes to new license plates after the registration of their vehicles. License plates are to be replaced gradually over a one-year period. Transitional Period One of the things that characterises the EU is the free movement of labour. However after May 1st there will continue to be some restrictions on the freedom of Slovenes to work in some member states. The tightest controls will be in Austria and Germany who will have the strictest controls on the free movement of labour from the new member states during a transitional period. This period varies from country to country and will last a minimum of two years and a maximum of seven. Social Security Workers, who are citizens of the EU member state and are working in another EU member state, hold the same employment rights as domestic workers. After May 1st Slovene citizens working abroad will also enjoy these rights. Until now social security rights were the subject of bilateral agreements between Slovenia and separate states. With entrance into the EU those agreements will be replaced with a special order that will give Slovenian citizens the right to hold the same social security rights as the citizens of the country in which they work (and vice-versa of course).
