The starting points for the negotiations are similar to those at the November summit, Janša said before attending a pre-summit meeting of the "Friends of Cohesion" group of which Slovenia is a member.

"It will be very hard to move anywhere. Slovenia will try to improve its position, however all is relative and depends on what the final size [of the budget] and potential additional rules will be, although we expect no major changes here."
