Lafarge Cement Request for Eco Permit Rejected Again
This is the second rejection of Lafarge's request to ARSO to restore its permit to use waste incineration as an alternative fuel, which it lost in March 2011.
Lafarge Cement, whose efforts against the agency and opposition from eco groups have included appeals at the Constitutional Court and with the Environment Ministry, was first turned down in July 2011.
In its latest decision, ARSO argued on Friday that data submitted by the company is non-compliant with emission provisions that entered into force in 2012.
The agency notably added that a permit may still be issued for the contentious furnace, provided that a programme of measures is adopted for preventing and reducing emissions from other installations or sources of pollution that affect the entire area of impact.
The programme must show that pollution will be brought in line with allowed levels within a maximum of three years after the installation is relaunched or the permit restored.
