FinMin to Present Govt Plans to Eurogroup Monday

Čufer will present the government's plans as part of discussion on macroeconomic imbalances based on the European Commission's report, which established imbalances in Slovenia in Spain.

This means Slovenia will not be a separate item on the agenda and a discussion on potential financial assistance to the country is not planned, sources in Brussels have said.

The European Commission will assess all member states based on their national reform and budget plans by 29 May, recommend measures to them and decide whether to extend the deadline for some of them to tackle excess general budget deficits.

At the same time the Commission will also decide whether to initiate proceedings against Slovenia and Spain over excessive macroeconomic imbalances.

Slovenia needs to send both of its plans, the Stability Programme and the National Reform Plan, to Brussels this week.

Commissioner for Economic and Monetary Affairs Olli Rehn said today that the Commission's further measures would depend on how "convincing, concrete and credible" Slovenia's plans were.

Sources in Brussels would not want to speculate whether Slovenia and Spain would face excessive imbalance procedure, which can eventually lead to sanctions. Should the Commission decide for the step, it would be for the first time ever since the set of legislative measures enabling it was enforced in December 2011.

The sources meanwhile pointed to important differences between Slovenia and Spain. They say that the new Slovenian government does not have such a portfolio of implemented reforms as the Spanish one, but manly has "legacy asset" of former governments.

Excessive macroeconomic imbalances in Slovenia are the product of difficulties in the banking sector, excessive indebtedness of companies and the fact that the country has not seen proper privatisation in the past 20 years, the sources said, calling for a further reform of the pension system and the labour market.

"Slovenia is perfectly capable of solving its problems by itself, but it must do so fast and with determination," the sources said.
