Speaking to the STA over the phone, Žbogar also said that the elections "enabled fair competition for various parties".
He underlined that the second round called for 1 December will be held under same conditions. The final estimate of the EU will be provided after the second round, said Slovenia's former foreign minister.
"Kosovo has made certain progress in the three years since the 2010 elections, which were very problematic, and all the reforms we are discussing with Kosovo as part of EU efforts seem to be yielding results," said Žbogar.
The ministry meanwhile hailed the high turnover of Kosovo Serbs in the south of Kosovo, while it condemned the incidents in Kosovska Mitrovica in the north.
Žbogar said that the first round of the elections will be repeated at three poll stations in Kosovska Mitrovica on 17 November. He hopes that more Serbs will post their ballots when the vote is repeated. He said that safety precautions would be stricter.
The ministry believes the agreement reached in Brussels to repeat the vote at the three polling stations is of "extraordinary importance" and "will allow the whole process to be executed transparently".
The ministry added it was happy that the meeting in Brussels, featuring Kosovo and Serbian primer ministers Hashim Thaci and Ivica Dačić and the EU's top diplomat Catherine Ashton, also discussed the further implementation of the agreement on normalising relations between Belgrade and Prishtina.
