Both Serbia and Kosovo have been commended for the progress in their talks, and the EU is starting negotiations with Kosovo on a Stabilisation and Accession Agreement, which the Commission expects to conclude in 2014.

Among the Western Balkan countries, Bosnia-Herzegovina in the only one making no progress at all. Slovenian Foreign Minister Karl Erjavec regrets the status quo in Bosnia and believes that the EU should adopt an action plan for the country.

Modelled after the talks between Serbia and Kosovo, the EU should appoint a person who would watch over the implementation of the action plan, said Erjavec, who expects that the EU will pay more attention to Bosnia in 2014.
