Govt Forced to Supplementary Budgets

The supplementary budget for 2014 is to be drawn up as soon as possible and is needed because of the scrapped real estate tax, which was rejected by the Constitutional Court, and lower-than-planned revenues from the EU budget.

Expenditure on interest payments and pensions was also underestimated, according to a statement issued after a cabinet working meeting.

These negative effects were slightly mitigated by higher-than-projected revenue from VAT and from the wireless spectrum auction.

Since structural measures are no longer possible for 2014, the members of the cabinet agreed that the only possible measure was looking for possible savings within the expenditure at individual ministries.

As for 2015, Prime Minister Miro Cerar said the "situation is very demanding", since the government found "significant discrepancies between the existing budget and commitments from the Stability Pact."

Thus legislative measures are to be adopted by the end of the year to secure the meeting of the target deficit, while the adoption of a supplementary budget is expected in January or February 2015.

The details of the 2014 and 2015 budget will be presented by Finance Minister DuĊĦan Mramor on Tuesday.

The government also discussed preparations for the visit of the European Commission related to Slovenia's mid-term macroeconomic imbalances. Cerar said the visit will start on 15 October.
