Shocking: Bad Bank Source of Striking Irregularities and Corruption?

The Corruption Prevention Commission, which has taken a close look at the bad bank since the start of the year, says that different consultants are performing the same services and doing what should in fact be done by BAMC staff, POP TV reported on Monday.

Standing out is the bad bank's EUR 3.7m contract with consultancy Quartz+Co, whose date of signing is not know. The commission suspects conflict of interest, as Torbjörn Mansson acted both as executive director of BAMC and the owner of Quartz.

The corruption watchdog reportedly also discovered suspect hiring methods - three former consultants were allegedly hired after calls for job applications were published at the Employment Service for only three days, POP TV says.

Matej Černigoj, Kasper Ojasoo and Janne Harjunpaa are mentioned in the report, with the broadcaster saying that Černigoj reportedly hired himself and is now paid EUR 5,000 gross monthly plus bonuses as staffing manager for a 20 hour working week.

Ojasoo, head of projects since June, is paid almost EUR 13,000 monthly, allowances excluded, while Harjunpaa, whose Swiss company first issued bills worth EUR 250,000 to BAMC, is getting since July as project manager with 80% working time EUR 19,500 gross plus up to EUR 230,000 in potential bonuses, adds POP TV.

The Corruption Prevention Commission is warning that the risks and irregularities at the bad bank need to be tackled and calls for immediate action by the Finance Ministry.

The commission adopted a final report and assessment of the situation at BAMC on 6 November but has not yet released it to the public.
