New government moves closer to Israel

Within hours of taking office, Slovenia's new government began reversing some of the most visible symbols of its predecessor's pro-Palestinian stance, signalling a broader realignment in foreign policy under Prime Minister Janez Janša.

Under the previous centre-left government led by Robert Golob, Slovenia became one of the more vocal European supporters of Palestinian statehood during the Gaza war. It recognised a Palestinian state in 2024, repeatedly criticised Israel's conduct in Gaza, and banned senior officials from entering Slovenia.

The new government says it intends to take a different approach.

Foreign Minister Tone Kajzer, a career diplomat and close Janša ally, has framed the change as a move toward a more pragmatic and interest-driven foreign policy.

"We will certainly no longer condemn Israel and make moral or value judgements," Kajzer said during his parliamentary confirmation hearing this week, while insisting he was "neither an advocate for Israel nor an advocate for Palestine".

Instead of public advocacy, Kajzer said Slovenia would prioritise "quiet diplomacy" and restoring dialogue with Israel, alongside closer ties with the United States and stronger engagement within NATO and Central Europe.

Kajzer had served as ambassador to Washington during Janša's earlier government and most recently headed the foreign affairs council of Janša's conservative SDS party.

Embassy announcement signals warmer relations

The clearest sign of the new era in bilateral relations came from Israel itself.

Just hours after the new cabinet was confirmed in parliament, Israeli Foreign Minister Gideon Sa'ar announced that Israel, which currently covers Slovenia diplomatically from Vienna, would open an embassy in Ljubljana for the first time.

Sa'ar described Janša as "a prominent friend of Israel" and said the new government created "a unique opportunity to advance bilateral relations", which he said had suffered under the previous administration.

Janša, whose previous government had close ties with Israel as well, welcomed the announcement, saying he looked forward to "a new era in Slovenia-Israel relations".

Kajzer also praised the move, saying resident embassies help create "stronger contacts and deeper relations". In a subsequent call, the two foreign ministers discussed stronger cooperation in science, technology and business.

Palestinian flag highlights divide

The new government has also signalled a change in relations at a symbolic level: one of its first acts, just minutes after the cabinet was sworn in, was to remove a Palestinian flag from government headquarters in Ljubljana. The flag had flown there since Slovenia recognised Palestinian statehood two years earlier.

Golob criticised the move, saying the government's new stance had placed Slovenia "on the shameful side of history".

A day later, President Nataša Pirc Musar responded by raising a Palestinian flag over the Presidential Palace.

Pirc Musar said the flag symbolised "gross violations of international humanitarian law and human rights" and described it as "a straightforward appeal" for "human decency for all".

"The genocide against Palestinians has not been stopped, and people in Gaza and the West Bank do not live in peace and dignity," she said.

The flag will fly on the building for a week before it is moved indoors.

Airline dispute reflects broader tensions

The policy change also intersects with a dispute involving Israeli airline Israir in the final days of the previous government.

An Israir flight from Tel Aviv was diverted from Ljubljana to Zagreb after Slovenian authorities did not grant landing permission in time, according to Israeli media and the airline. Israir described the situation as politically motivated, while the outgoing government said it was still reviewing regulatory compliance.

Just before becoming infrastructure minister in the new government, Jernej Vrtovec, leader of the Christian democratic New Slovenia (NSi) publicly promised the issue would be resolved immediately after the transfer of power.

And indeed, right after he took over he granted Isair the permit. "The airline Israir has once again been granted authorization to operate flights between Tel Aviv and Ljubljana," he said in a post on X.

In his conversation with Kajzer, Foreign Minister Sa'ar called the diversion a "grave incident" and said he had received assurances that it would not happen again.

Overall, the developments signal a sea change in Slovenia's stance on the conflicts in the Middle East, and they also presage a potentially difficult cohabitation between the conservative government and the liberal president.

Veteran officials return as new government fills top posts

A wave of familiar faces returned to senior roles in Slovenia as the new government filled key posts across ministries, the security apparatus and state agencies within hours of taking office.

Many of the appointments went to former ministers, diplomats and officials with experience from previous conservative-led governments, underscoring the administration's preference for trusted and experienced personnel.

The appointments, approved at the government's first session after being sworn in on 4 June, affected a broad range of institutions, from the prime minister's office and the police force to intelligence agencies, infrastructure bodies and state-controlled energy companies.

Political turnover of this kind is common in Slovenia, where incoming governments routinely replace senior officials across the state administration early in their terms.

Former ministers and diplomats return

Among the most prominent appointments were several senior political figures from previous governments led by conservative veteran Janez Janša, now prime minister for the fourth time.

Former Interior Minister Vinko Gorenak and former Economy Minister Zdravko Počivalšek were appointed state secretaries in the prime minister's office, alongside veteran diplomat Igor Senčar.

The Foreign Ministry brought back seasoned diplomats Stanislav Raščan and Tamara Weingerl Požar as state secretaries, while Gašper Dovžan, currently ambassador to Croatia, was given a senior role at the Justice Ministry.

At the Defence Ministry, the government appointed defence studies professor and former ambassador to NATO Erik Kopač, together with Vida Čadonič Špelič, a conservative former lawmaker and ex-state secretary.

Former Minister for Slovenians Abroad Helena Jaklitsch also returned to government in a senior role at the Office for Slovenians Abroad.

Security apparatus reshaped

The government moreover moved swiftly to install new leadership across Slovenia's security institutions.

Danijel Lorbek, a long-serving police official who previously held senior operational roles during Janša's 2020-2022 administration, was appointed acting police commissioner after the dismissal of his predecessor Damjan Petrič.

The intelligence agency SOVA received a new director as Janez Stušek, who already led the agency during the previous Janša government, returned. The government also replaced the head of the military intelligence and security service.

Several of the appointees had previously been involved in politically sensitive episodes during the Covid pandemic, when the previous Janša government was in power.

Changes at agencies and state firms

The reshuffle extended beyond ministries and security institutions. The government replaced the head of the Financial Administration, appointing long-time tax official Janko Preac to lead the authority.

New acting heads were also named at the Information Security Office, the Office for Nationalities and the Infrastructure Agency.

On top of that, changes were made at state-controlled energy companies. Supervisory board members at electricity grid operator Eles and electricity market operator Borzen were replaced, continuing a pattern where supervisory boards at major state-owned firms often change alongside governments.

While some officials were dismissed outright, several appointments were made on an acting basis pending formal selection procedures.

He said the visit had been successful, yielding achievements in eight areas, including:

A total of 96 co-operation agreements and memoranda of understanding (MoUs) were reached during the visit (61 with Kazakhstan, 35 with Uzbekistan), involving specific amounts exceeding US$1.65 billion in total;

Deepening project matching and research collaboration between Hong Kong and Central Asian region in areas including finance, innovation and technology (I&T), and aviation;

Renault's Slovenian plant ramps up EV output

Revoz, the Slovenian car assembly plant owned by Renault, plans to hire around 300 workers and introduce a second production shift as demand rises for the new electric Twingo.

The factory in the southeastern city of Novo Mesto began producing the compact electric city car earlier this year and says orders have exceeded expectations across European markets.

"Demand is excellent, including in Slovenia," the company told the Slovenian Press Agency. "In just over a month and a half, we have already received 500 orders, which is exceptional for the Slovenian market and especially for the EV segment."

The expansion marks a major step for one of Slovenia's largest industrial employers as it accelerates its transition from conventional vehicles to electric mobility.

Revoz is currently producing both the Renault Clio 5 and the electric Twingo, assembling around 300 vehicles per day in total. However, production of the Clio, long one of the plant's flagship models and still a bestseller in Slovenia, is winding down and is scheduled to end later this month, after which the factory will switch entirely to EV production.

Initially, output of the Twingo is expected to remain at around 300 vehicles a day, with the planned second shift allowing production to rise further in line with demand.

The company also confirmed that production of two additional electric models for Dacia and Nissan remains on schedule and is expected to begin by the end of the year, further strengthening the plant's role within Renault's European EV strategy.

The Novo Mesto factory is Slovenia's only car manufacturing plant and has been part of Renault's production network for decades.

The strong demand also reflects a sharp shift in consumer tastes due to high petrol prices. Pure electric vehicles already account for roughly a sixth of the market, their share more than doubling since last year.

Kairos-HomeWorld 's dataset is purpose-built for Chinese households, with deliberate coverage of historically under-represented housing typologies. Slovenia shifts right as Janša's new cabinet takes office

Slovenia's first-ever government composed entirely of right-of-centre parties took office on 4 June after parliament approved Prime Minister Janez Janša's new cabinet to succeed the left-wing administration of Robert Golob.

Comprising 15 ministers, Janša's fourth coalition government to date was backed in a 49:30 vote in the 90-strong National Assembly following the 22 March general election in which Janša's Democratic Party (SDS) came a close second after Golob's Freedom Movement.

Despite what appeared to be a hung parliament, Janša, a 67-year veteran politician, managed to form a coalition with his natural allies, an alliance of three parties led by his former coalition partner New Slovenia (NSi), and the Democrats of his former close aide Anže Logar.

Although not formally a member of his coalition, the populist party Truth of new National Assembly President Zoran Stevanović, is an important part of the puzzle, contributing its five MPs, to the new coalition's 43.

Change of economic model

The new government has pledged to reform Slovenia's economic development model and put the economy on a growth trajectory with a combination of tax cuts, streamlining of administration, and the fight against corruption. It promised to pursue more business-friendly policies and be more open to private initiative than its predecessor, including in healthcare and education.

In his address to parliament, Janša identified "record-high taxes", "significant" budget deficit and "rampant corruption" as the fundamental problems that his government would seek to tackle, along with "incredibly overblown bureaucracy" and over-regulation.

"Slovenia can have a bright future if we are capable of exploiting all potentials - and cooperate in doing that," Janša said after taking over from Golob. He earlier pledged to reach out to the opposition to forge a development partnership.

The left-wing opposition is however sceptical of the new cabinet, fearing that the new team will dismantle public services, especially healthcare, and undo many of the reforms put in place in the past four years. It also raised concerns that the new government will deepen the ideological divide in the country.

Promise to tackle corruption

In their confirmation hearings, the new ministers announced a shift in in a number of policies, with the new Foreign Minister Tone Kajzer, Slovenia's former ambassador to the US, saying Slovenia would no longer make "moral judgements" about Israel. Immediately after the cabinet was sworn in the Palestinian flag was removed from the government building.

Meanwhile, Janša's lawyer Franci Matoz, the new minister of interior affairs and public administration, set out plans to restructure criminal police and dismantle the single public sector wage system by introducing separate wage systems for the police, military, healthcare, education and culture, and social care.

Matoz said the prosecution of corruption-related crimes as well as corporate and organized crime would take priority, efforts in which the police will cooperate with SKOK, a specialised prosecution agency planned by the new government.

The opposition raised concerns about how his plans would affect the investigation into the spying scandal linked to Israeli private intelligence firm Black Cube that erupted ahead of the general election and exposed alleged corruption of left-wing officials.

Janša, who was reported to have met representatives of the firm late last year, focused on the latter, saying the recordings revealed tangible suspicion of systemic corruption.

Higher defence spending, "ideology-free" schools

The new defence minister, the former boss of motorway company Valentin Hajdinjak, has announced higher defence spending, a stronger commitment to NATO and army recruitment among his priorities, along with completion of the medium battalion battlegroup, and reform of the military intelligence service.

Anže Logar, the foreign minister in an earlier Janša government, will now be in charge of the merged ministry of economy and labour. The merger has trade unions worried about social dialogue, but Logar billed it as an advantage, saying that all stakeholders needed to work together to make the economy more resilient and innovative. His ambition is to turn Slovenia from a nation of contractors into a nation of creators.

In their respective hearings the ministers also unveiled plans to "remove ideology" from schools, free energy policy of "activism", boost Slovenia's food self-sufficiency, and speed up decision-making in siting procedures and building permits. They promised to make a renewed attempt at provinces and decentralise the country, also by moving the headquarters of the ministry responsible for regional development to Maribor, as well as free kindergartens and culture vouchers for the youth.

Insults and tense debate

The government took office only a week after Janša put forward his cabinet line-up with the hearings of all 15 ministerial candidates packed into two days. Time for debate and questions was limited, which caused verbal clashes with the opposition.

The exchange became heated to a point where chairing coalition MPs shut off opposition MPs and insults were thrown across the aisle. The speaker Stevanović, who calls himself a populist, accused female MPs from the Freedom Movement of "streetwalker-like" behaviour in a post on Facebook, an insult that triggered condemnation from across the left side of the political spectrum, and the MPs concerned announced a defamation suit.

Nvidia acquires AI startup co-founded by Slovenian scientist

Kumo AI, a startup co-founded by Slovenian computer scientist Jure Leskovec, has been acquired by US chipmaker Nvidia in a deal reportedly worth at least $400 million.

Leskovec, a professor of computer science at Stanford University, established Kuomo AI in 2022 with Vanja Josifovski and Hema Raghavan. The startup develops foundation models designed to help businesses make predictions from their internal data.

The US business newspaper Fortune reported that all three founders joined Nvidia last month, signalling that the acquisition had been completed.

Amid the AI boom, Nvidia has enjoyed rapid growth and has recently acquired several startups to strengthen its artificial intelligence capabilities.

Nvidia declined to comment on the deal's value for Fortune. However, technology publication The Information estimated it at at least $400 million, according to Forbes Slovenija.

Based in Mountain View, California, Kumo AI raised US$37 million in two funding rounds in 2022. Its AI models help companies analyse internal data to make accurate business predictions.

According to the company's website, its solutions are used by companies such as Reddit, Doordash and Sainsbury's.

Forbes Slovenija noted that Leskovec previously co-founded Kosei, a recommendation-engine startup that was acquired by Pinterest more than a decade ago. He subsequently became Pinterest's head of research.

Balažic has been serving as mayor since 2018. He served as Slovenia's ambassador to Australia from 2011 to 2014 when he was recalled for inviting a convicted paedophile to attend the inauguration of a new consulate in Melbourne.

He was brought into custody on 28 May after police conducted dozens of house searches, including at his home, the home of his deputy and the municipality's premises. Media reported that along with him police also arrested Anton Serianz, CEO of the local company Termit.

Both were released at the weekend following questioning by an investigating judge, an experience that Balažic described as "inhumane torture" of an innocent person and state-sponsored political retaliation ahead of autumn local elections.

The prosecution successfully appealed the judge's decision to release Balažic, citing repeat offence and witness tampering risks. A pre-trial panel of the Ljubljana District Court ordered Balažic be remanded in custody for 30 days, a decision his lawyer says will appeal at a higher court.

Long list of corruption-related offences

According to the court warrant, Balažic is suspected of a number of corruption-related offences, including several counts of accepting benefits for illegal influence peddling and of bribe taking.

He is suspected of abusing his position as mayor to lobby municipal councillors to approve changes to the municipal spatial plan that would allow the company Termit to continue operating its sand quarry in the area despite its harmful impact on the environment.

In exchange Balažic is alleged to have received several gifts, including a kitchen worth €26,000 from Termit CEO Serianz, which Balažic told the media police seized from him.

While the police did not name the suspects, they said the total value of alleged material gains documented so far exceeded €50,000.

The police found that gifts also changed hands in exchange for a concession agreement granted to a legal entity, including work done on the mayor's house and its surroundings.

A number of people are suspected to be involved, including Balažic's associates, his life companion and several local contractors.

Balažic rejected the accusations, saying he planned on paying back for the services. He said he had sent all the invoices for the work done during the four-year construction of his house to the anti-graft watchdog.

He said police were acting based on information fed to them by former Moravče mayor and deputy mayor. The police said the investigation started in 2024, triggered by an anonymous complaint.

National postal service launches robot delivery trial

The national postal service company has launched Slovenia's first trial of assisted robotic deliveries, sending a bright yellow autonomous vehicle through Ljubljana's pedestrianised old town for a month-long test.

Moving at walking pace, far below its peak speed of 60 km/h, the electric vehicle completed its first delivery between City Hall and a nearby salt shop on 3 June.

The pilot project, developed by Pošta Slovenije and the City of Ljubljana, is designed to reduce congestion and emissions in the old town, where growing parcel volumes and limited vehicle access have complicated deliveries.

City officials and postal executives say the project is part of the broader search for solutions to labour shortages and growing public demand for more sustainable transport.

"People's habits have changed significantly in recent years, particularly with the growth of parcel deliveries," Kristijan Perčič, head of innovation at Pošta Slovenije, said at the launch.

The vehicle is available in several versions, the one currently tested can carry up to a tonne of cargo in its six cubic metre cargo bay. The trial will show which is the most suitable variant.

Although the vehicle is capable of autonomous driving, it is being operated under close human supervision during the testing phase.

For now, the service is aimed mainly at restaurants, shops and other businesses in the city centre. If the pilot proves successful, Pošta Slovenije hopes to expand robotic deliveries to other Slovenian cities.

General manager Marko Cegnar said the project formed part of a broader transformation of the postal operator, which has invested more than €15 million in digitalisation over the past four years.

Slovenia avoids EU excessive deficit procedure for now

The European Commission sees no grounds at this stage to open an excessive deficit procedure against Slovenia, despite projections that the country's general government deficit will exceed the EU's ceiling of 3% of GDP this year. But the Commission will reassess the country's finances in the autumn.

In its assessment published as part of the European Semester spring package, the Commission said Slovenia's deficit remained below the EU threshold in 2025 at 2.5% of GDP, but was expected to rise to 3.3% this year and 3.5% in 2027.

Brussels said the excess over the 3% limit could be fully explained by higher defence spending, for which Slovenia had been granted flexibility under the EU's fiscal rules through the activation of the national escape clause.

According to the Commission, Slovenia's defence expenditure is projected to rise to 1.6% of GDP in 2026. Excluding defence spending, the deficit would amount to 2.8% of GDP this year.

Uncertainty over omnibus bill

However, the emergency omnibus bill passed by the incoming government last month could have a negative fiscal impact of 0.5-1% of GDP per year, the report says, though also acknowledging that cost-cutting measures were being prepared.

Consequently, there is at this stage "uncertainty about the fiscal outlook for 2026, including on the projected deficit in excess of 3% of GDP, and on the extent to which such an excess is related to the increase in defence expenditure," the report says.

In light of this, the Commission will reassess the situation in the autumn and if sufficient corrective measures are not taken in a credible and timely manner "this may lead to the opening of the excessive deficit procedure".

Concerns over expenditure growth

The Commission has also warned Slovenia about deviations from the net expenditure trajectory determined in the national fiscal and structural plan for 2025-2028.

It said net expenditure in Slovenia was projected to grow by 7.2% in 2026, and 21.3% cumulatively over 2024, 2025 and 2026, which is above the recommended maximum growth rate and corresponds to a deviation of 1.2% of GDP in annual terms.

Should this deviation come true, the Commission may reassess next year whether it will trigger an excessive deficit procedure nevertheless.

Slovenia urged to make defence spending efficient, tackle red tape

The report urges Slovenian authorities to take measures to make sure net expenditure remains within the set trajectory. They should beef up defence expenditure, but make sure the spending is efficient, and they should gradually adjust the budget to accommodate for structurally higher defence spending.

Slovenia has also been urged to limit measures to mitigate the energy crisis to the most vulnerable households and companies, and to simplify rules and reduce red tape for companies.

The eagerly awaited report comes after the outgoing government faced heavy criticism from the incoming cabinet for frivolous spending. As the deadline for the report approached, the outgoing government passed measures to reduce the deficit to 2.9% of GDP.

However, the incoming finance minister, Andrej Šircelj, said during his confirmation hearing this week that the 2026 budget would have to be revised.

Parking row becomes major test for Ljubljana mayor

What began as a dispute over parking could become the biggest political challenge yet for Ljubljana Mayor Zoran Janković as he seeks another term in November after two decades in office.

The city administration caused furore at Štepanjsko Naselje, a large estate in east Ljubljana, early this year as it extended paid parking and permits on public areas from the inner city to some of the residential districts.

The residents turned to a court, arguing that ownership of some of the affected land had not been properly established. The court ordered the city to suspend the regime and stop issuing fines and towing away vehicles pending a a ruling.

While the administration complied, the mayor's majority on the city council went on to approve a new traffic ordinance in March that would effectively extend the contentious model to residential neighbourhoods across the city.

Under the new rules, households would generally be entitled to one annual parking permit per apartment costing €60. Additional permits could be issued where space allows, at higher prices. The ordinance would also introduce a uniform overnight parking fee across the city.

The administration argued the new model would solve traffic chaos that residents had been complaining about for years. Those opposed accused the city of again relying on enforcement and fines rather than improving public transport and addressing the shortage of parking spaces.

Referendum on withdrawn rules

Now, opponents organised under the Civil Initiative for Ljubljana (CILJ) and supported by several neighbourhood groups and activists concerned about other city projects, have collected over 14,000 verified signatures to call a referendum, comfortably exceeding the roughly 11,400 required.

In an unusual twist, the city council voted to withdraw the contentious ordinance on 1 June, just hours after the signatures were submitted. The councillors then also approved the referendum, to take place on 12 July.

Janković said he was ready for the referendum but the vote would "not change anything" now that the ordinance had been revoked. "The million euros we'll spend on the vote could better be used for children's playgrounds, new trees and benches," he said.

Initiative aiming for broader impact

The proponents dismissed the argument about money, pointing to many extravagant projects funded by the city. They described the withdrawal as a farce, arguing it was invalid because city rules could not be revoked just like that, even before they were published in the Official Gazette.

"The referendum is on," said Barbara Rovšek of the initiative, the acronym of which translates as "goal". She said their goal was not to win just this referendum.

"We're building CILJ network. We're gathering 15,000 voters with e-identity. When we reach that number, no harmful ordinance will be valid anymore without approval from citizens."

Beyond parking, they also oppose the planned waste-to-energy plant, the controversial C0 sewerage project and plans for an underground car park beneath Ljubljana's central market.

At Angel Eye, Dr Allan Fong uses the ZEISS CIRRUS PathFinder during the eye scanning process to review Optical Coherence Tomography (OCT) scans and identify retinal abnormalities that require closer review. The OCT assessment tool was trained on more than 75,000 OCT B-scan images and validated by retina specialists.

Because some retinal conditions can develop without obvious symptoms and affect visual outcomes after cataract surgery, pre-surgical retinal imaging is an important part of patient evaluation. By identifying early retinal changes before surgery, the system may provide additional information to support intraocular lens (IOL) selection and surgical planning.

The technology may also help streamline appointments through immediate image quality checks and fewer repeat scans. This supports a more consistent cataract assessment process, particularly in cases where retinal findings may affect surgical planning.
