"The European Commission has managed to transform political will and words into concrete proposals," Židan said.

"However, despite the good prospects we need to be careful about also being able to implement this promise of fewer administrative burdens that has been given to farmers and the food industry," he added.

The minister highlighted risks related to strategic planning, saying complex planning could complicate implementation and put in question the timeline for direct payments.

He sees the biggest opportunities for simplification in the area of controls, provided that member state can adjust their systems to financial risks.

Meanwhile, Židan highlighted the importance of a joint statement by France and Germany, which said funds for CAP must not be reduced.

"We're thrilled about France's and Germany's agreement," Židan said on behalf of Slovenia, which has warned that the CAP funding earmarked for it in the 2021-2027 financial perspective is insufficient.
