The International Festival of Russian Children songs Happy Wind is intended for individuals, children, youth groups, choirs, and families, basically to everyone regardless of their age, which have an appreciation for Russian language and singing. The best three participants of the contest will have a unique opportunity to perform at the final gala concert of the International Festival of Russian Children songs Happy Wind as part of the European Capital of Culture 2012 in Maribor. The event is organised by the Russian Centre of Science and Culture in Ljubljana, Association Vesela Ruščina and the Russian Centre in Maribor.
