In the April 2009 resolution on European conscience and totalitarianism, the European Parliament underlined the importance of keeping the memories of the past alive, arguing that there can be no reconciliation without truth and remembrance.

The MEPs also called for the proclamation of 23 August as a Europe-wide Remembrance Day for the victims of all totalitarian and authoritarian regimes.

The remembrance day has been marked in Slovenia in recent years, though it had not yet been officially declared as such.
