"Slovenia has been falling since the beginning of the crisis in 2009 and we are still stopping this fall. It is impossible to turn a free-fall directly into growth," Janša said.

Asked about the planned USD 1.5bn bond issue on the US markets in October, the prime minister said Slovenia will be able to access the international money markets only if prospective bond buyers believe it is capable of repaying the loans.

Slovenia has give a "few very clear signals" since the sovereign downgrades in August this year, but much will still depend on the decisions taken by parliament next week, when the bills on the bad bank and the sovereign holding will be debated, Janša explained.
