According to the minister, the government plans to realise the goal through structural measures, such as the pension reform and adapting the public sector to economic capabilities of the state, with the aim of curbing budget expenditure.

Documents leaked to the media and statements by Prime Minister Janez Janša suggest that layoffs in the public sector would be a cornerstone of the expenditure-side savings.

Janša told the National Assembly on Tuesday that the government would be forced to reduce the public sector wage bill, otherwise the calculations "will not work out".

The government has also been considering measures that would raise revenue. The agenda of Thursday's session thus includes changes to the VAT act raising of the reduced VAT rate on selected products and services.
