Slovenia condemns attacks in Lebanon, urges de-escalation

Slovenia has joined the majority of UN Security Council members in condemning a series of attacks in Lebanon using detonated electronic devices, expressing profound concern about the development and calling for maximum restraint by all actors in the region.

"We condemn the recent explosions in Lebanon and Syria. This unprecedented attack has resulted in civilian deaths and injuries ... and additionally destabilised the region," Slovenia's Ambassador Samuel Žbogar said at 20 September Security Council session which he chaired.

The tensions between Lebanon and Israel are alarming, said Žbogar, calling on all parties to respect international law. Slovenia endorses an independent and transparent investigation.

"The situation between Lebanon and Israel and the war in Gaza threaten to spark a wider conflict, especially with Israel's stated intention to expand military action beyond its northern border. We have to be clear: such action would be an attack on a sovereign state," said the ambassador.

The Security Council was briefed by the latest developments by UN Undersecretary General Rosemary DiCarlo and High Commissioner for Human Rights Volker Türk. Remarks were also delivered by representatives of Lebanon, Iran, Syria and Israel.

While Israel has not accepted responsibility for the attacks, there is little doubt that Israel is the only country with the capability and motive for such an attack given its months-long campaign against the Hizbollah, a political and terrorist organisation, in Lebanon.

Lebanese Foreign Minister Abdallah Rashid Bouhabib told the Security Council that Israel wanted to drag his country into a new war in the Middle East, whereas Israel's Ambassador Danny Danon said Israel had no intention to start a war with Lebanon, but Hizbollah would move away from the border with Israel one way or the other.

Danon did not acknowledge that Israel carried out the attacks, which were conducted using explosive pagers and walkie-talkies, but noted that Israel would do everything to protect its citizens.
