Commission Urges Govt to Put Forward "Realistic" Budget

Debating the revised budget, the opposition majority in the commission argued the proposal was not only unrealistic, especially on the revenue side, but also legally contentious.

The opposition opined that the government should have put forward all accompanying bills, including the one introducing real estate tax.

The commission therefore urged parliament's legal service to provide by Friday its opinion on whether the budget proposal complies with the public finances act and parliamentary rules of procedure.

But Finance Ministry State Secretary Mateja Vraničar argued that the original budget for 2014 envisaged EUR 28.5m more in tax revenue than the current proposal and that not all accompanying bills had been proposed on its adoption and some of the motions planned had not been implemented.

Aside from general information on the revised budget for 2014 and 2015, the commission also learnt that the funds for the Court of Audit are being increased slightly to EUR 5.5m in 2014 any by another EUR 100,000 in 2015.

The rise reflects to an extent additional tasks of the court but not fully because of the strained fiscal situation, Vraničar said, adding that the amount had been agreed with the court.

The strongest criticism of the budget came from the Democratic Party (SDS), whose MP Andrej Šircelj labelled the document as an "economic and financial miracle, although we know miracles do not happen".
