Slovenia issued a EUR 1.5bn three-year bond with the annual yield of 4.7% in a private placement in November 2013.

The ministry did not want to reveal the name of the buyer at the time, with Minister Uroš Čufer only saying that the buyer was an institutional investor.

The media speculated it was either PIMCO, a subsidiary of Munich-based Allianz SE, or Deutsche Bank.

The bond issue came as a surprise as it took place on the euro market, while the government had also claimed beforehand that additional funds would be sought on the financial markets only at the beginning of 2014.

The ministry was ordered to reveal the name of the buyer by the Office of the Information Commissioner.
