Parliament Holding Maiden Session

The winner of the 13 July general election, the Party of Miro Cerar (SMC), will put forward international relations expert Milan Brglez for the post of speaker.

Brglez, whose nomination was announced by SMC on Thursday after Pensioners' Party (DeSUS) leader Karl Erjavec withdrew his name, is expected to be confirmed without complications based on the announcements of support from the parties.

DeSUS is thought to be the most sure coalition partner for the SMC, which is in the midst of coalition talks with four parties - in addition to DeSUS, the Social Democrats (SD), the New Slovenia (NSi) and the Alliance of Alenka Bratušek (ZaAB).

The newly-elected MPs will first be addressed by the outgoing Speaker Janko Veber and President Borut Pahor. The parliament will then appoint the Privileges and Credentials Commission, which will number 19 deputies and be chaired by a member of the SMC.

The party presided by the most likely PM-designate has proposed Mitja Horvat for the post. The SDS, which is the second-biggest party in parliament, has given up on all top posts in the National Assembly in protest against Janša's imprisonment.

Janša, who is serving a two-year jail sentence in relation to the Patria bribery case, has been granted furlough and will attend the session. He has requested leave himself and will attend the session unaccompanied by judiciary police.

There is little doubt that his MP term will be formally confirmed at the onset of the session, as the law says MPs are stripped of their status if they are sent to prison for at least six months, but it does not provide for a situation where a prisoner runs for MP and wins.

The Committee 2014, a civic organisation fighting for Janša's release and for rule of law in general, is to stage a protest in front of the National Assembly building during the session.

The session is expected to end after the confirmation of MP terms and election of the parliamentary speaker as the appointment of deputy-speakers of the National Assembly and chairs of the parliamentary working bodies is not on tomorrow's agenda.

President Pahor will have 30 days following the maiden session to propose a prime minister-designate.
