The 280-page document analyses the geo-strategic position of Slovenia, the importance of transport for the country and its economy, current and future traffic flows, the situation of all transport sectors, and defines a transport model and general transport policy measures on its basis.

These measures and specific investment projects will be defined in detail in an operational plan, which will specify projects with timetables, financial values and financing possibilities.

One of the reasons why the transport development strategy until 2020 with a vision until 2030 is the current financing constraints for development of railway infrastructure and and reconstruction of roads.

In addition to transport infrastructure, the document also deals with management and maintenance of the transport system and covers public passenger transport, intelligent transport systems, logistics and infrastructure for alternative energy sources.

The vision of transport policy in Slovenia in the next 15 years looks to secure sustainable mobility of people and supply of the economy, ensure transport safety, reduce energy consumption and costs for users and operators and cut environmental impact.

The main guideline pursued by the strategy is that the capacities of the existing infrastructure are utilised first to the greatest possible extent along with solutions that do not require major financial investments.

One of the general guidelines was also the selection of environmentally-friendly means of transportation, such as railways, and sustainable mobility in accordance with the domestic policies and EU policies and relevant legislation.

The general recommendation for all measures is that the desired effects on the existing infrastructure should be achieved with upgrades, reconstruction and modernisation. If this turns to not be possible, new routes should be determined.
